資料に記載の「2025年9月」に類する記述は【完全な実施完了が見込まれる日付】("Estimated Completion Date for Full Implementation" )であって、「回答した年」ではない。その日付は"9/30/2025" 即ち「2025年9月30日」。
こう実施完了年に回答する訳がない。
