In second war of Russia in Chechnya Russians could not win the war, until they have found a traitor Akhmat Kadyrov. Well, It is not easy to understand East. He was not actually a traitor, but the leader of one Chechnya tribe, which hated other Chechnya tribes more than Russians.
It is like Indian tribe, which helped Europeans to conquer other tribes.
He was appointed a governor of Chechnya and Russian forces under his control became much more effective in this war.
A lot of other tribes joined him.

After the end of the war Ramzan Kadyrov became a sole-ruler of Chechnya. He many times underlined that he is a soldier of Putin, meaning that nobody else can command him. So to the contrary to other governors of other Russian regions, Ramzan has its own army.

Police of Kadyrov does not obey minister of Police of Russia. Russian laws are not implemented in Chechnya. Chechnya is officially the most donated region of Russia - gets huge money from the budget, which of course goes first of all personally to Kadyrov.

I hope you can hear Andriys voice in his words as I used to when we traveled the beautiful Ukrainian countryside together. His accented, yet perfect English. His wry sense of humour shines through the nightmare of war. I worry for him although his immediate family is safe.
