... any Balancing Authority (regional system operator) resulted in one of those BAs needing to isolate itself ("Island") from its interconnected neighbors, then was not reconnected (synchronized) once its system demonstrated system stability for (some) period of time. 3/
This period of time would be measured at most in days, not weeks!
I am literally blown away, European System Operator - ENTSO-E has not allowed Ukrainian System Operator NPC UKRENERGO to connect to its system. 4/
This was planned over multiple years between both System Operators and was in the operational pipeline to synchronize the two systems and share operational control. Neither Ukraine, nor UkrEnergo planned for a war against their country. 5/
No different than any Balancing Agency, RTO, TSO or ISO would schedule a hurricane, earthquake, tsunami, flood, fire, etc., taking down their system piece-by-piece. 6/
And no North American BA, RTO or ISO would refuse connection (to provide system stability redundancy and assistance) of an adjoining BA which has 15 operating nuclear reactors - 6 of which are under siege and the aggressor's military "control". 7/
Drawing attention to this is not "anti-nuclear hysteria" on my part. To the contrary, maintaining stable Op and electrical connection to NPPs is paramount to continuing their safe operations (and shutdowns if necessary), and every system operator around the world knows this. 8/
So, I cannot stress this enough ENTSO-E needs to move "Heaven and Earth", just like every other ISO, TSO, RTO or BA would do when its neighbor is experiencing extraordinary circumstances and could use some mutual aid or assistance. 9/
Whether it is utility trucks rolling across the continent to provide physical assistance or operators closing the switches at transmission interconnections once stable system conditions are achieved, we do not leave our industry brothers and sisters out in the cold. 10/
