*IRELAND'S MARTIN: NEED TO WIDEN SANCTIONS AS MUCH AS WE CAN

*LATVIA'S KARINS: HAVE TO LOOK SERIOUSLY AT ENERGY SANCTIONS; TEMPORARY OIL AND COAL EMBARGO IS LOGICAL OPTION

On the other:

*NEHAMMER: AUSTRIA WON'T AGREE TO ANY OIL OR GAS SANCTIONS

*RUTTE: NOT EXPECTING CONCRETE RUSSIA SANCTION DECISIONS TODAY

*FRENCH OFFICIALS SEE NO NEW SANCTIONS ON RUSSIA AT EU SUMMIT

*GERMANY PLANS NO NEW SANCTION PACKAGE AGAINST RUSSIA: SPOKESMAN

But mostly, #EU member states feel:

*SWEDEN'S ANDERSSON: SANCTIONS, UKRAINE SUPPORT MADE DIFFERENCE

That's code for: We've done enough, let's wait-and-see, digest the impact on Russia & EU economies.

Ultimately, there will be more EU sanctions, which will be incremental, as the debate on energy-import bans drags on. If, however, Russia escalates the scale of violence in a drastic manner, public discussion on oil sanctions could move quickly--as it did with SWIFT.🔚
