It seems like a majority of (most) MEPs from S&D, GUE, Greens & Renew voted in favor, while a minority of (most) MEPs from EPP & ID voted against. ECR seems more split (tbd).
3/ Here is a reminder of the red flag passages at stake that were voted in favor on, unfortunately:
4/ The entire draft and the mandate to enter trilogue negotiations will be voted on around 5-6pm CET today, but there is no way that doesn’t go through.
Reminder: This is not the final stage of the legislative process.
5/ After the vote today, the ECON proposal will be announced in the plenary session, probably sometime in April.
If no one challenges that by requesting a plenary vote (1/10 of EP votes), the trilogue between the EU Parliament/Commission/Council will start shortly after.
6/ The trilogue usually takes a couple of months & offers the last chance to introduce changes.
Individual voices from the council & commission make me optimistic that we can still achieve changes.
But the situation is undoubtedly more difficult than with the POW-ban.
7/ This information comes straight out of the EP. I will share an official link/overview of the vote here asap.
And more details on the next steps later.
We have lost a battle, but this is far from over.
8/ Here is the official overview of who voted for what.
11/ Update: As announced earlier, the final entire draft & mandate to enter into trilogue negotiations have now also been voted on.
Result: Overwhelming majority
12/ Detailed vote on final draft.
Please bear in mind that many MEPs (e.g. PPE) that voted against the bad compromises only voted in favor now to not delay the entire process.
There wasn't anything they could do at this point. This is politics & we shouldn't blame them for this
13/ Detailed vote on the mandate to enter trilogue negotiations.
Same here. Please do not hold the MEPs responsible that voted against the harmful compromises in the amendment votes before.
We should make sure they stay on our side.
14/ The final draft of the regulation that has been voted on will probably be published tomorrow.
I will post it here once it is so that you can see the compromises and the entire text.
15/ fyi, the two main red flag amendments I am mainly referring to (verification of "unhosted" wallets, notification requirement for >1k EUR transfers from "unhosted" wallet) are bundled into the compromise agreements D & E.
1/8 As mentioned below, the regulation will now move to the trilogues & since some Commission/Council members have voiced criticism, there is still hope for improvements there.
After the trilogues, here are the next steps wrt entry into force, additional measures etc. fyi 👇
2/ Once the trilogues reach an agreement (a couple of months at least), the regulation will be published in the “Official Journal of the European Union” & enter into force on the twentieth day following that.
3/ However, crypto-asset businesses will have 9 months after entry into force to “adopt a rollout plan to carry out the phase-in implementation" of the regulation and 18 months to ensure full compliance with the regulation.
1/ Less than 48h before the vote on unhosted wallets in the EU (FTR regulation).
Here is a quick thread on the current state of affairs & an update on the next steps (short & long-term), incl. details on the vote, trilogues, entry into force, rollout phase for companies etc. 👇
1/ I hate to ring the alarm bell again, but the EU Parliament leaves us no choice 🚨🚨
This time it concerns a crackdown on unhosted wallets in the upcoming crypto AML regulation (TFR).
The ECON committee vote is on Thursday and the draft includes some absolute red flags 👇
2/ Background: The EU Commission’s AML package includes a revision of the Transfer of Funds Regulation (TFR) that will extend the obligation of financial institutions to accompany transfers of funds with information on the payer and payee to crypto assets.
Good news from the EU Parliament - the mandate to enter trilogues was not successfully challenged. GUE (the Left) tried, but didn't gather enough votes.
Therefore, no plenary vote will follow and the POW-ban is out of the MiCA regulation for sure. @DrStefanBerger#bitcoin#BTC
But one thing is certain - the discussion around the sustainability of POW and mining will continue, for example in the context of the sustainability taxonomy or the upcoming data center regulation.
BREAKING: The ECON committee of the EU Parliament just voted against the de-facto POW-ban: 32 against, 24 in favor.
Big relief & political success for the bitcoin & crypto community in the EU💪💪
Will share a breakdown of the vote and what’s next here in this thread. #Bitcoin
2/ A majority of MEPs from the EPP, ECR, Renew & ID voted against it, while a minority of MEPs from Greens, S&D, and GUE mainly voted in favor.
Instead, this alternative amendment from Stefan Berger was supported.
What does that mean for POW?
3/ Mining will in all likelihood no longer be addressed within this MICA regulation, but added to the EU sustainable finance taxonomy. Here is a recap of this suggestion:
