He noticed another car parked 30 metres away from his car and a wounded man (who sustained a bullet wound) laying on the ground. Ansar ran to help the wounded man. Along with another man, he put the wounded man in the car.

The authorities have opened a political criminal case against Ansar for alleged "mass riots" - they killed him and now want to make him look like a looter. That is, the authorities are not going to find the shooter, but want to say that Ansar was among the looters.
