15 years ago #OTD, Estonia was targeted by the first known cyberattacks against a whole nation.

It was a wake-up call for many on how malicious actors can misuse cyberspace.

Today, Estonia is a #cybersecurity heavyweight. 3rd globally and 1st in Europe.

Estonia created the world's first whole-of-government cybersecurity strategy in 2008. We're now in its fourth iteration.

We can be proud of @CERT_EE, @e_riik, @EconMinEstonia, @MoD_Estonia, @MFAestonia and many others for keeping Estonia's cyberspace open, free and secure. 2/6
Estonia hosts @ccdcoe which celebrates its 14th anniversary on 14 May.

Its flagships CyCon, live-fire exercises like Locked Shields, and Tallinn Manuals on international law have increased the know-how of allies and partners & lead the discussions on cyber defence globally. 3/6
Our officials and diplomats have helped to shape cyber policies at EU and NATO, as well as the framework for responsible state behaviour in cyberspace developed at the @UN.

Last year, I was glad to chair the first UN Security Council official meeting on cybersecurity. 4/6
Our experts and companies like @cybernetica and @CybExerTech have long helped others with our know-how - such as Ukraine.

Estonia's home to @EUCyberNet, a network for cyber capacity building. And our @egovacademy is known by many. 5/6
We must not underestimate the continued importance of cybersecurity. Our adversaries don't.

We need to continue investing in the whole cyber ecosystem, work together to prevent, deter and respond to malicious cyber activities, and fend off digital authoritarianism. 6/6

🧵Our focus should be simple: Putin cannot win this war. He cannot even think he has won.

There can be no return to "business as usual". Only "no business at all."

Some proposals on what a long-term policy of smart containment should entail:
1⃣Redouble our efforts to support the people of Ukraine however possible.

Defensive military aid to Ukraine must be the top priority. This means weapons and matériel, including anti-tank missiles and longer-range air defense assets to better protect their skies.

My statement to the press after meeting @SecBlinken:

The Kremlin’s war tactic is to terrorise civilians and put them at the frontline of this war.

What #Ukraine needs urgently now is our military help. This is our first priority. 1/6
The democratic world has stepped up against this war with speed, strength, determination.

But we need to be prepared that the worse is still to come.

Putin's violence must be in correlation with further decisions to isolate his war machine politically and economically. 2/6
We are in this for the long haul.

We see already tremendous policy shifts vis-à-vis Russia across the EU and the rest of the democratic world.

What we need next is the strategic patience to keep these decisions in place. 3/6
