Estonia hosts @ccdcoe which celebrates its 14th anniversary on 14 May.
Its flagships CyCon, live-fire exercises like Locked Shields, and Tallinn Manuals on international law have increased the know-how of allies and partners & lead the discussions on cyber defence globally. 3/6
Our officials and diplomats have helped to shape cyber policies at EU and NATO, as well as the framework for responsible state behaviour in cyberspace developed at the @UN.
Last year, I was glad to chair the first UN Security Council official meeting on cybersecurity. 4/6
Our experts and companies like @cybernetica and @CybExerTech have long helped others with our know-how - such as Ukraine.
Estonia's home to @EUCyberNet, a network for cyber capacity building. And our @egovacademy is known by many. 5/6
We must not underestimate the continued importance of cybersecurity. Our adversaries don't.
We need to continue investing in the whole cyber ecosystem, work together to prevent, deter and respond to malicious cyber activities, and fend off digital authoritarianism. 6/6

Here’s what I focused on in my Berlin Speech on Freedom @FNFreiheit.
🧵 When I was 11, my dad took us to see the wall by the Branderburg Gate. He said: “Breathe in deeply – that’s the air of freedom that comes from the other side.” 1/8
Born under Soviet occupation, I had never experienced freedom. Now I can stand here and breathe that same air of freedom.
If we do everything to help Ukraine, there will be no 11-year-olds for whom the air of freedom is something they only experience from a distance. 2/8
Why is Russia fighting the war in Ukraine? Russia does not want freedom and democracy to prevail. It is a direct threat to dictatorship. 3/8
🧵 #Ukraine is not the victim of a one-time miscalculation by a madman.
Instead, we're seeing a long-planned campaign by the Kremlin to exert control over neighbouring countries by brute force, no matter the human cost. 1/6
Masses are dying in Ukraine for the Kremlin's imperialist ambition. The true scale of its brutality is yet to be seen.
Our first focus must be helping 🇺🇦 free itself from occupying forces and restore territorial integrity.
We must send weapons Ukrainians need and request. 2/6
My messages before today’s @NATO summit and #EUCO EU leaders’ meeting via @nytimes on how to contain the Kremlin’s aggression, support #Ukraine and go an extra mile in our own defence. nytimes.com/2022/03/24/opi…
🧵Our focus should be simple: Putin cannot win this war. He cannot even think he has won.
There can be no return to "business as usual". Only "no business at all."
Some proposals on what a long-term policy of smart containment should entail:
1⃣Redouble our efforts to support the people of Ukraine however possible.
Defensive military aid to Ukraine must be the top priority. This means weapons and matériel, including anti-tank missiles and longer-range air defense assets to better protect their skies.
