1. The breakthrough between Finland, Sweden and Türkiye in Madrid came as a surprise but was preceded by several discussions between all parties on all levels. My conclusion is that this was done to give the process time away from the spotlight. Hence the low public expectations.
2. This was a reminder to Finland and Sweden how NATO as a political alliance functions: not a rose garden and even if it was, even roses have spikes. Sometimes decisions will require tough compromises and a lot of work.
3. Also a reminder that problems could still arise. Even if the deadlock over the opening of accession negotiations was opened, the final ratification could become an issue. At least Türkiye will likely look closely what happens in terms of the 🇫🇮🇸🇪🇹🇷 MoU agreement.
4. Key points of the 🇹🇷🇸🇪🇫🇮 MoU signed in Madrid:
- Core concern on counter-terrorism and the activities of the PKK and YPG.
- Opens opportunities in defence material cooperation.
- Doesn't oblige parties to amend their legislation or undermine 🇫🇮🇸🇪 the rule of law.
5. In other words, there's a set of issues and a broader agenda for cooperation on terrorism related issues and defence material in the future. While offering clear guidelines it also leaves room for interpretation on the execution. A functioning political compromise I'd say.
6. The role of the US and NATO were crucial in the background. Especially Biden and Stoltenberg put weight on resolving the issue by reaching out to Erdogan and pushing for talks. For Biden, this was also about the credibility of US leadership and signals to Asian partners + Xi.
7. Also, this was about not letting NATO's open-door policy and its potential credibility issues become a dominating topic in the Summit, an important issue for both the US and NATO. Issues such as Russia and the Strategic Concept are now more pressing and suitable topics.
8. What next? NATO will invite Finland and Sweden to become members of the alliance as NATO invitees. This will allow a broader access to the Alliance's activities and planning process. More importantly, the actual membership negotiations with NATO will begin very soon.
9. Due to the high interoperability and strong rule of law status of Finland and Sweden, I assume the negotiations with NATO will take - once they begin - at maximum a couple of weeks. That will then be followed by ratification process.
10. Most NATO members will likely undergo a quick ratification in their national parliaments during 2022. Still I suspect that some will be next year. Will be interesting to see which member state is the fastest one. I assume it's one of the Baltics or Nordics, what's your guess?

3. Hyvä pitää sekin mielessä, että Turkki pohjimmiltaan yllätti valtiojohdon asettumalla poikkiteloin vastoin aiempaa puhuttua. Samaan virtaan ei kannata astua kahta kertaa; viestintä kannattaa pitää maltillisena, yllätyksiä voi tulla uudelleenkin.
President Niinistö to meet with Erdogan tomorrow in Madrid. As NATO Summit week begins, negotiations between 🇫🇮🇸🇪🇹🇷remain unresolved. There’s been a drive in the background to find a solution by the Summit. Yet, no signals of optimism.
In the case of Türkiye and Finland, so far we unfortunately have no breakthroughs. Discussion with Ankara have taken place at all levels but the way it seems now is that we’re not going to make significant progress by Madrid.
The Turks know that some of their demands are impossible for us to meet, but for example arms exports are another thing. The reality is that there’s a limit to what Finland can do to ease the situation since Türkiye is after concession in the NATO broader context.
History does not repeat itself, but it often rhymes. For Finland, this harmony has often referred to the pivotal role of Russia regarding its geopolitical position during our 100+ years of independence. A short thread how NATO membership is linked to this perspective. 🧵
1. Traditionally Finnish foreign and security policy has been strongly linked to Russia's development and the potential threat it poses to Finland, as well as to how we should live with our eastern neighbor.
2. Over time, Russia has become a certain reflection point for Finland. Although Finland is only a self-sized part of Russia's foreign policy, our challenge is how Russia is a self-sized part of Finland's foreign policy.
1. End of act one in #FinlandNATO as the Parliament gives its blessing to the membership. Enter act two: the interim period and ratifications. Next, Finland will send its formal application to NATO and begin membership negotiations.
2. The negotiations with NATO are likely to be short and quick. Perhaps done in a matter of weeks. After that I expect we will get quite many fast ratifications before the Madrid Summit by several member states, especially Nordic-Baltic.
3. It remains to be seen how long it will take to get to all 30 ratifications, estimations around 4 months to a year. The US has indicated a willingness to ratify by August, which is a strong signal for others. But even if the process might take some time, we'll get there.

As we approach Finland's formal decision on NATO, a recap thread of what has happened and why since Russia's attack in Ukraine. In short: in just 3 months, Finland has prepared itself to apply for NATO membership. A lot of change but also continuum.
1. Finnish NATO debate began to take rounds already as Russia's military build-up began late last year. This lead to an increased debate about joining NATO. In January a @hsfi poll indicated NATO support going up to 28% in favor and 42% against.
2. NATO polls were steady for decades, around 17-25% in favor and traditionally over 50% against. Thus, the shift in public opinion was not dramatic until February 24th. After that the trend changed from 50% and now the latest up to 76% in favor of NATO.
