Russia decided to block the adoption of the #NPT2022 substantive outcome. It argued other delegations feel the same way, but so far is the only state to take the floor speaking against consensus. #NPTRevCon
Costa Rica said it would have joined consensus on the #NPT2022 final document, even though the text was far below expectations. It would have accepted the text to defend international law, but notes that the NPT is sorely lacking in implementation of Article VI. #NPTRevCon

European Union said it would have joined consensus on the #NPT2022 final document. During the past four weeks, it said proposals have been discussed to advance implementation of the Treaty. It highlighted Russia's aggression against Ukraine as impacting the NPT's implementation.
The New Agenda Coalition regrets failure to adopt outcome, which it would have reluctantly joined. The difficulty of reaching agreement even on reaffirming legal obligations shows the critical point we have reached. Even lowest common denominator was hard to achieve. #NPT2022

Russia says it doesn't think failure to adopt outcome is a failure of the work of the #NPT2022 review cycle. It says no one was happy with this outcome, so we have a weak document. With so many fundamental differences between state parties, could hardly expect an ambitious report
Russia believes the discussions during #NPT2022 provided basis for serious joint work in the future. It would have been good to have adopted a document but that would have required a document that finds solutions. Not possible to adopt the report but have lots of working papers.
Russia says the main reason the report couldn't be adopted is the divergences among states parties. Consensus for consensus sake is unreasonable. If it doesn't satisfy any of the states it would have negative consequences than its absence; couldn't rely on it. #NPT2022
Russia also said the second reason is the failure of some states to take into account views of their opponents. Some states think in drastically different terms even if they have the same goal but ideological differences of how and when to achieve it. #NPT2022
Russia said a third reason against adoption is that there are new proposals requiring more time than four weeks to consider. The next review cycle will allow us to carry this work forward. The lack of a final document will not be an obstacle for this. #NPT2022
Russia also argued that the processes of drafting documents in the Main Committees were inadequate, with some proposals just being put aside because they were not consensus. But Russia argued the final draft contains non-consensual elements. #NPT2022
Russia said the most important reason it couldn't accept the document is that some countries came with political priorities and did everything they could to ensure issues important to other delegations were left out. It was a one-sided game, said Russia. #NPT2022
France reads a statement on behalf of a group of states, expressing concern that Russia is undermining international peace & security and the integrity of NPT by waging illegal war against Ukraine. #NPT2022
China said it is deeply disappointed with the failure to reach consensus on the #NPT2022. It said the end of this review cycle is the beginning of the next one and hopes states parties will work together to promote the NPT's role.
The Philippines said it regrets that the #NPT2022 RevCon is concluding without even a flicker of hope to give to people living with fear of nuclear war. Nuclear weapons do not make us safe, it said, calling for the next review cycle to be more productive.
South Africa expressed disappointment with the failure of #NPT2022, following the failure of 2015. This is a stark reminder of the length nuclear-armed states are willing to go to to continue to possess nuclear weapons and put their selfish interests above collective well-being.
South Africa said it is time the nuclear-armed and umbrella states accept the legitimacy of the Treaty on the Prohibition of Nuclear Weapons and the reality of the humanitarian consequences of nuclear weapons. #NPT2022
The United States said the NPT RevCon has taken place in an unprecedented situation with Russia's illegal war in Ukraine. It said #NPT2022 worked hard to reach agreement on many issues, including nuclear naval propulsion (and emphasised the "safety" of the AUKUS agreement).
