🗣️In this morning’s #MiniBudget, the Chancellor announced the Government’s intentions to establish up to 38 Investment Zones with tax breaks for businesses.

🗨️Read on for an immediate response from Director of Policy and Research @Paul_Swinney.

👇👇
1/ Successful investment zones will need to house high-productivity firms that offer well-paying jobs for skilled workers.
2/ Focusing on cutting regulation and tax cuts in struggling regional economies will make them even cheaper but not necessarily more attractive places to do business.
3/ While we welcome the Government’s commitments to liberalising the planning process and giving metro mayors more control over their finances, we’ll need to see more on what will be done to make these policies effective.
4/ Whitehall needs to go beyond deregulation and develop a clear overarching strategy that ensures the zones are located in cities that already have great potential for growth, while delivering targeted investments in these areas to increase housing & improve public transport.
5/ For deeper analysis, have a read of @Paul_Swinney 's recent blog on why Investment Zones could have a positive impact if they deal with growth barriers in big cities.

We're about to begin our #CityHorizons with Andy Haldane, Chair of the Industrial Strategy Council.

He'll be talking about levelling up, Covid-19, local economies and productivity.

If you're not joining us on Zoom follow here 👇
He begins by explaining the UK's regional income disparities. As you can see, London leads the rest of the UK.
But, he adds, this is widening. As shown by this chart.

New data added to our #GreaterManchester Recovery Tracker reveals tighter #COVID19 restrictions didn't lead to large falls in footfall in September 👣

centreforcities.org/blog/how-are-l…
By the end of September, #Manchester city centre still lagged behind other local centres🐝

It had recovered only 51% of its pre-lockdown levels of activity, which corresponds to a two-percentage point increase compared to last month 🛍️🍽️
Looking at other town centres in Greater Manchester, #Wigan ranks first, having recovered 103% of footfall, followed by #AshtonunderLyne (79%) and #Bury (79%).

Less than a fifth of workers are back in offices 🚉💼🏙️

@ValentineQuinio analysed the latest worker footfall data 👣 added to our #HighStreets Recovery Tracker last week.

Here are the key takeaways 👇
centreforcities.org/blog/high-stre…
Averaged across all 63 largest city and town centres in the UK, by the end of September worker footfall was at 1⃣9⃣% of pre-lockdown levels, which only represents a 2⃣-percentage point increase compared to a month ago.

But this hides significant geographic differences across the country, with large cities like #London, #Manchester and #Birmingham once again lagging behind smaller places like #Basildon or #Mansfield.
