Spot on @RadioFreeTom. In 2011 Ann Marie Murphy and I tried to bridge the gap between the foreign policy community and academia by highlighting the role of #pracademics (someone who is both an academic and an active practitioner in their subject area) /1 nottingham-repository.worktribe.com/OutputFile/101…
Combining theory and practice is one way to generate knowledge and understanding. I wrote my PhD thesis as an independent academic and practitioner employed by 🇩🇪 (BMZ, GTZ, CIM) and 🇨🇳 (CANGO) development agencies. But there are also real tensions between science & politics /2
In most cases, academics do not start out as #pracademics, but gradually get more involved in policy-relevant work. Murphy and I described the spectrum from more theoretical and analytical work on the one hand to more practical and applied policy entrepreneurship on the other /3
Pracademics can help kickstart overdue academic debates and contribute to policy change. But this line of work also comes with very real risks. In politically partisan fields venturing into policy advocacy or policy entrepreneurship can be outright dangerous to one's career /4
Given such real risks to one's career it should not come to anyone's surprise that many academics would like to play it safe. @M_Terhalle has pointed out that in the German International Relations (IR) field the "theory-practice disconnect is evident" /5 link.springer.com/article/10.100…
Recent controversies in 🇩🇪 about the positions taken by IR scholars like @ulrikeguerot or @JohannesVarwick show how relevant the discussion about existing tensions between science & politics is. The gap could be bridged by more discussions about #pracademia and #positionality /6
In terms of #positionality, we have to have a debate about pre-scientific value orientations of scholars. They need to be made explicit & open to academic and public scrutiny. While this will turn the personal and professional political, I see no alternative to this approach /End

An interesting formulation by @emilyrauhala: "hard not to see this pic as the encapsulation of an era". It represents China's 'Führer era', which began in 2012. It is also a public repudiation of China's so-called 'reform and opening up era', which lasted from 1978 until 2012 /1
It reminds us that with the exception of the fall of the Soviet Union in 1989, Communist regimes tend to follow their own political calendar. Thaws and Spring were never followed by Summer, but always by a political Winter: Brezhnev replaced Khrushchev, Husák came after Dubcek /2
With the exception of the final crisis in the Soviet Union and Eastern Europe, the political cycles of Leninist systems normally follow a hydraulic principle of maintaining power. When it serves the stability of the regime, the pressure is lowered by a controlled opening /3

Frank-Walter Steinmeier was the key architect of Merkel’s failed 🇷🇺 policy. His essay “Verflechtung und Integration” in Internationale Politik (2007) reveals major conceptual flaws. It is also indicative Germany’s inadequate strategic culture. A short 🧵/1 internationalepolitik.de/de/verflechtun…
Steinmeier has been a steady fixture in German foreign and security policy. Under Schroeder he was Chief of Staff of the Chancellery (1999-2005). During the Merkel era he served as Federal Minister of Foreign Affairs, not just once but twice (2005-09 and 2013-17) /2
If we want to understand what went wrong with 🇩🇪 foreign & security policy during the Schroeder (1998-2005) and Merkel (2005-21) years we need to learn more about Steinmeier. His 2007 essay in Internationale Politik offers key insights into his strategic thinking at that time /3

In 🇩🇪 a debate has begun about the country's dependence on 🇨🇳. Discussions about economic dependencies have so far overlooked the psychological dimension. A lack of what can be termed a 'strategic mindset' among decision makers in Berlin is limiting policy options. A short 🧵 /1
It is of course true that cumulative German direct investments in China to the tune of at least 86 billion euros (2018) pose a major liability. If Xi was to order the annexation of Taiwan these investments could be at risk. That's one heck of a problem /2 dw.com/de/der-china-s…
Attempts at full or partial decoupling will meet resistance from heavily invested 🇩🇪 conglomerates. German industrialists seem unwilling to reduce their unhealthy dependence on China, as evident from Merck's decision to build a $82m semiconductor plant /3 asiafinancial.com/merck-of-germa…
