This was in PN's manifesto, but all coalitions would agree. Dewan Rakyat already passed the Bill, but not the Senate.
Govt could commit to: A) pass the Bill as is; or B) improve the Bill (wao.org.my/tabling-of-law…) then pass it
(2) Implement the Anti-Sexual Harassment Act
BN and PN both committed to this. PH surely agrees. As the Act is already law, the government has to implement it.
The question is, what can the government do right away, to ensure successful implementation?
One thing the govt can do right away:
Set up a Joint Committee (comprising govt, academics, civil society, other experts) to monitor the law's implementation and advise KPWKM.
The prior govt committed to this, but the Committee hasn't been set up yet.
First thing the Committee can do: review the "action plan" (already drafted by the govt) for the Bill's implementation.
Next the Committee can: develop "guidelines" for stakeholders (employers, unis, etc) on sexual harassment. The SH Act empowers KPWKM to issue these guidelines.
(3) Resume Nat'l Strategic Plan in Handling Causes of #ChildMarriage
HARAPAN & MUDA committed to this. The Plan was adopted by HARAPAN in 2020 (timeline was 2020-2025) but stalled by Sheraton.
One thing the govt must to is: announce a revised timeline.
It may be unwise to say "2022-2027", as any delay would take this timeline beyond this election cycle.
At the same time, it may be unrealistic to set too short timelines for all "factors" and indicators in the Plan.
To get things started & devise a new timeline, the "Steering Committee" must be convened without delay.
This Steering Committee is part of the Child Marriage Strategic Plan. The Committee should include politicians, govt, civil society, academics, children & parents.
The above are just the 3 commitments from the #GE15 manifestos.
There's much more the govt can do to end gender-based violence.
Most urgently, a revised #Budget2023 must include funding for gender-based violence services including: One Stop Crisis Centres, JKM, PDRM D11 & NGOs.

It may not be possible to definitively say "which is best".
Instead, I suggest a brief framework for analysis (asking 5 questions of each manifesto), and I offer some thoughts on policy commitments I felt were particularly noteworthy.
Question 1: First, we must ask if the manifesto is strong OVERALL.
When we hear “women” & policy, we often think of specific programmes targeted at women. These programmes are important, but just a small part of any policy agenda.
Our experience as a minority in Malaysia is NOT THE SAME as Malaysian Indians' - who on top of institutional discrimination also face societal racism & colourism
If you are Malaysian Chinese, you probably have never been: refused a (private sector) job, told you couldn't rent an apartment, followed around a store - due to your race.
If you turned out ok, and are happy enough - great for you. But we should be open to listening to and learning from other people's/communities' experiences.
