Chair gave a talk which resumed the confusion on CPC1 lol.
CPC1 - CDB cannot be recovered in whole or part (garnishing / clawbacks / recovery confusion from last time)
This only addresses Federally run programs.

If that proves accurate, then this means that within 1 year of all stages passing, the benefit will start providing. That gives a wide range of anytime between Fall '23.. to late Feb '24 (ish) pending when 3rd house reading is complete and the senate.

I want this paying Tomorrow.
But if there's an end date, it mitigates NDP6 Sub-Amendment and ensures this will not stretch into 2025. Every day counts. Every day is vital to saving lives.
