Yes. Administrative agencies have a notice and comment procedure, under the Administrative Procedure Act. Unlike Congress, agencies don't do N&C as publicity stunts.
The FTC already held a workshop on this subject collected comments. I linked to them. That's called "developing the evidentiary record."

That's how well-run agencies get stuff done: establish their regulatory authority. Develop a record. Propose a rule. Enact a rule.

The latest stage of Twitter enshittification: I no longer see the vast majority of my mentions, unless I go back through my tweets and open each one in its own tab. Whether that's because the posters aren't paying for Blue or because I'm not is a mystery.
But boy, does it feel like a sea-change. Twitter has always done a so-so job of showing you the posts from the people you follow - that is, treating your subscriptions as a suggestion, rather than a directive.
But the mentions tab *was* reliable - if someone spoke directly to you, you would see it.

The decision to hide the things people explicitly direct at you is a profound act of contempt for Twitter users.

It recasts our conversations as incidental training data for ads.
