First of all, Hersh spent a significant portion of his life advocating our disarmament, making a career of it, what bordered on Treason, during the Cold War.

Have before, though is certainly debatable. It would be within the best interest of the region for economic and security reasons, even on issues of immigration control and border enforcement, guarding regional, rather than internal.
Top-down enforcement of socialized policy would be very problematic and stifle the development of many countries, conversely. On the other hand, if the electoral system is properly designed, similar to ours was prior to alteration, they could advance laissez-faire.
