Have before, though is certainly debatable. It would be within the best interest of the region for economic and security reasons, even on issues of immigration control and border enforcement, guarding regional, rather than internal.

The question is whether they're laissez-faire.
Top-down enforcement of socialized policy would be very problematic and stifle the development of many countries, conversely. On the other hand, if the electoral system is properly designed, similar to ours was prior to alteration, they could advance laissez-faire.
Whether it would yield an optimal result, consistent with Liberty, is a question of specificities I doubt the region will ever come to terms with.
