3/…that evokes a shadowy Int’l Cheese Syndicate. In the early ‘30s, the milk bound for condenseries and cheez & butter manufacturers was going for a fraction of the bottled fluid market (which was a mere 10% of the industry), and farmers and milk wagoners wanted a taste of that creamier cheddar, so to speak. Pynchon seems to be implying that the Chicago Outfit was deployed to prevent this from happening.
