If you don't set a minimum standard of what the Canada Disability Benefit should provide, you ARE setting a maximum.

See, if it goes forward based on the way that Minister Qualtrough has been saying.. modeled on the GIS / OAS and to a specific dollar number that means.. 2/

That even if a province like say.. Ontario, decides "you know what.. they're right.. this isn't enough" and they themselves decide to raise their ODSP, the CDB would go down in that province.

Unless you amend the bill to mandate the CDB generates an independent flat rate, not affected by the income from provinces (or other FPT sources) (much the same as you don't want the provinces to take the CDB in to account) OR you amend it to reach at least the poverty line 4/

..You'll be locking the disabled community into whatever number that Minister Qualtrough or her future successor decides.

So if she says the "CDB when added to FPT sources will bring the Disabled to.. $19k a year" (not even enough for average rent) which is the same as.. 5/

same as $500 per month..
If Doug Ford has a stroke and decides "I've been horrible ! we need to give them at least 20% more !" - his $240 dollar raise would lower the CDB in Ontario to $260 and those on ODSP with the CDB would still be locked at $19k.
