On the Arctic in the new Foreign Policy Concept of Russia

2/ Although peace and stability in the Arctic declared as Russia’s goal, but “the course of maintaining constructive international cooperation” not present in the document.
3/ A main issue in the document is about a change of Moscow’s attitude towards non-Arctic states. This can be considered as a main turn in Russia’s Arctic FP. Moscow have always adhered to the position of a "closed club" on the Arctic - "The Arctic for the Arctic countries".
4/ Now Russia states in its FP concept “ establishing mutually beneficial cooperation with non-Arctic states pursuing a constructive policy towards 🇷🇺 and interested in international activities in the #Arctic , including the infrastructure development of the Northern Sea Route"
