How do you access functional capacity?

Questions like "can you X? How often do you Y?" don't work, because it is context dependent. It depends on what else the patient has decided to do, doesn't take consequences into account
If only ask about symptoms, what happens if an intervention works? The patient often increases their activities to go up to same previous symptoms, so looks like the intervention doesn't work if you just look at symptoms.
