NO, Data Matching was NOT started by Shorten/Plibersek & Data Matching is NOT Robodebt .
Data Matching has been undertaken for over 50 years.

The 1975/76 DSS Annual Report👇includes details of data matching for fraud detection.

There is some evidence that parliament was using data matching in 1968. During a debate on conscription, this astute politician warned that the use of machines may apply harsh & substantial laws to an individual and destroy their rights.

Some people are aware of the 1990 Data Matching Act (left👇). This was created solely for the newly created Tax File Number. Additionally, the role of Privacy Commissioner” was created. For Non-TFN data matching only gazetting of program was required (right👇).

The first complaint arising from a data matching error was in 1979 (earlier may exist). A matching surnames error resulted in loss of pension. In 1983 the Law Reform Commissioner wrote about this and other potential risks with mass computerisation.

In 1993 The Privacy Commissioner tasked the parliamentary library with finding existing data matching programs. The list of 20 programs below were what they were able to find.

The Howard government initiated many Non TFN data matching pograms. As they weren’t using the TFN they were publicly gazetted. As the gazettes below show, these programs were and still are commonplace. Notice these programs also included garnishee for recovering debts.

Data Matching was used to detect fraud across all areas of social security & taxation law. The program to look at fraud in "Adult Services" in 2005 is an example of how wide fraud detection was/is pursued.

The Howard government ratcheted up the fraud investigations in 1998 by requiring Centrelink to raise 4,000 prosecutions p/year. This KPI was part of many changes aimed at making Centrelink self-funded. Howard began making Centrelink self funded & removed them from the budget

The year 2000 saw the introduction of a new identifier as part of the PAYG tax reforms. This was used in a new data matching program which was piloted in 2001/02 & fully rolled out in 2004. The budget papers below the budget impacts of this automated data matching.

Labor restructured Centrelink to become funded through normal appropriations and removed the 4,000 target.

The vile nature of the Robodebt lies is made clear with these interviews with Centrelink Fraud investigation team leaders.

These team leaders admitted that they chased easy prosecutions and ignored large and complex fraud as it would take too long.

The new approach of proactively contacting people and focusing on large complex fraud is described in Centrelinks annual reports. Here is two excerpts.

These staff worked very hard and consequently the number of prosecutions dropped by near 3,00 p/year.
While the prosecutions dropped, the money recovered continued going up as the complex fraud teams skills grew.
These staff should be thanked, not slandered.

Defrauding the commonwealth has always been a serious crime. The first social security laws i 1908 came with a penalty of up t 5 yrs imprisonment for fraudulent claiming.
It also codified sexism and racism.

I have tried tracking back to see where the lie zero was. The first deflection to Labor I could find was Rick Mortons article in Jan 2017. The RC showed Rick was told it was not the same system. (Email evidence👇)

A fund by any other name would smell of hypocrisy.
Trust/Fund:
Greens will create a Housing Trust. Sounds similar to a Future Fund, but ministers will have direct control.
Same indirect funding:
States, councils, community housing providers etc.

Interestingly the Greens think houses will cost $300K to build or buy. This will likely limit any new housing to the far reaches of cities. Sounds like a recipe for high-pollution transit and a lack of employment

Greens are literally quoting the existing HAFF. NHFIC is what began in 2018 and had a 5-year life. ALP has extended it by 1 year.
This means greens refer to a fund that raises equity by issuing bonds, etc. Funny how they say they hate this

The assumption was most people would do it all online. The reality was this was not the case.
If they had acted on this report, then the customer experience' would've been central.
As this report went nowhere (i do not believe this), they missed this insight.

If this report had been acted upon, this issue would have been addressed.
