In December we presented government with our Acute Care Stabilization Proposal, a framework solution that cuts across the system aligning payment models and incentives while stabilizing acute patient care allowing Alberta to be competitive in physician retention and recruitment. Government has not yet responded to this solution-focused framework. Many members are extremely concerned that they are ineligible for the Transitional Funding Program that began yesterday. Unfortunately, the TFP is not available to family or rural generalist practices with panels of under 500 patients. albertadoctors.org/services/media… Smaller panels can exist due to many reasons including geographic location, patient complexity and unique demographics. They are also a result of physicians in financially strained practices reducing full-time comprehensive care to part-time while providing other services.

Yesterday, new funding first announced in October 2023 was released by government to the AMA. In yesterday’s news release, I was quoted: “We appreciate the ongoing discussions with the minister and the funds that are being announced. This and the federal funding will, when paid out, be a down payment to help stabilize physician practices.

In February the government will introduce its budget for the 2024-25 fiscal year, and we are working to ensure that commitments they have made to support family medicine and rural generalists form part of the priorities that are included in that budget.

The Representative Forum meeting last weekend included a candid session with Minister of Health Adriana LaGrange. The minister addressed the RF and then took questions from the delegates. She made several announcements: 1/7 - AMA requested amendments to virtual care mental health care codes will be implemented.
- Good faith claims (for services provided in AHS facilities) will use the same claims submission process that existed prior to 2020. 2/7

The AMA Indigenous Health Committee (IHC) has learned of the resignation of Dr. Esther Tailfeathers from her role as Senior Medical Director, Provincial Indigenous Wellness Core, AHS. 1/8 Dr. Tailfeathers is a member of the IHC, a highly respected member of our community and a prominent advocate for Indigenous health. Removing masking mandates in hospitals and facilities has happened in other provinces. Some infectious disease specialists see this as a reasonable time to consider such a move. 1/4 As always, follow the evidence. We know that COVID is still with us. It is a particular threat to the frail, elderly and immunocompromised. Everyone should feel free to wear a mask or to ask another individual to wear one for their protection. 2/4

Fact One: Our hospitals continue to be overloaded.
Fact Two: Our health care team members are worn out & burnt out from making do for too long in situations they never signed up for.
Fact Three : Too few Albertans are seeking immunization.
Fact Four: This is a bad combination. If you need the emergency department, come! But wouldn’t you rather not have to go? You can’t always control the things that make you sick, but you can control this. Immunization & boosters when you are eligible remain your best defence against serious illness & hospitalization.

At the Alberta Medical Association’s Fall Representative Forum, a motion was put forth endorsing the decriminalization of drug use and possession of substances for personal use, and advocates for access to wellness supports. It was passed unanimously. (1/6) Yesterday the City of Edmonton discussed requesting an exemption from the federal Controlled Substances Act, so that people caught in minor possession within city boundaries will not be subject to criminal charges. Other 🇨🇦 municipalities are exploring similar approaches. (2/6)

The Court of Appeal of Alberta’s decision to hear an emergency appeal over new rules that would require supervised #ConsumptionSites to ask clients for personal health care numbers is an important development. edmontonjournal.com/news/local-new… #harmreduction #opioidscrisis The new rules are scheduled to take effect on January 31, 2022 and the expedited appeal hearing is planned for January 27 at 10 a.m. Alberta’s doctors will be watching with interest to see how this issue unfolds in the courts.

On July 28, Alberta Health announced significant changes in the public health measures for #COVID19. I have written to the Minister regarding my concerns, and I want to share these points with you.
