A couple of observations, from a climate policy perspective, on @harrymcgee and @fiachkelly's reporting this morning on the state of play on emissions in the Government formation talks.

irishtimes.com/news/politics/… We're all using annual reduction rates (3%, 7%, 6.5%) as an indicator of scale, but as I wrote in my 7% blog we will actually be using 5 year carbon budgets to manage emissions. A 7% reduction rate means a carbon budget for 2021-2025 of 230 million tonnes and 160Mt for 2026-2030

Delighted to be an observer at @irishcongress #BDC19 this morning as they debate motions on #ClimateAction and #JustTransition and a keynote address from Mary Robinson. Government plan is hopelessly weak on Just Transition, compared to #JOCCA report. We need a Task Force now. Speaking to @irishcongress #BDC19 Mary Robinson praises @GretaThunberg for speaking so directly and quotes her:
“We need to keep the fossil fuels in the ground and we need to focus on equity.”
