2020 strikes again. We normally have only ONE budget season a year but this year we get TWO.

Here's what budgeting looks like, time wise, this year as Council works to re-balance the 2020 budget (happening now) and 2021 budget deliberations start in September.
Our Council Central Staff, Councilmember Legislative Aides, City Clerks, IT Staff and other Legislative Department Staff have been working tirelessly to rebalance the City’s budget to address the almost $300 million deficit in our budget due to the #COVID19 economic crises.
My gratitude to @CMTMosqueda’s team for pulling together these jam-packed budget committee hearings! And huge thanks to my own team—Brianna, Cody and Vy—who continue to advance #TeamLorena, community-driven policies while also supporting smooth operations of our department!

Deputy Mayor Fong acknowledges the long road ahead of the work around accountability and reform, that an after-action report will be developed, and that he looks forward to working with Council on these issues.
Seattle Police Department's Chief Best has joined us and acknowledges the complexity of what we are living through and what Black communities and communities of color have long lived through. But we cannot tolerate any amount of property destruction or assault on officers.

**NOTICE**Given the current public health #COVIDー19 crisis, I have made the difficult decision to end my 12-week maternity leave early and return to work effective this Thursday, March 19, 2020.  On that date, I will fully resume my Council President duties.
@CMTMosqueda will continue to serve as Council President Pro Tem through Wednesday, March 18, 2020.
Over the past several weeks, the circumstances have required me to engage more and more while on my maternity leave.  I am immensely grateful to Councilmembers @Lisa_Herbold, Debora Juarez (@D5Juarez) and @CMTMosqueda for their service as Pro Tems while I am on maternity leave.

2019 #TeamLorena Year in Review: Implementing Investments in Education

Following the passage of the Families, Education, Preschool & Promise Levy in 2018, we dug into the implementation and evaluation plan to operationalize this revenue to expand quality pre-school, /1 Image
fund K-12 enrichment programs and establish a free college program for public-school graduates.

The levy also includes first-time City funding to help homeless students and their families get housed. /2
And not to forget about childcare, I secured $375,000 during budget for the City to assess Seattle’s childcare crisis and identify strategies to grow access for all Seattle families in need.

In the ongoing journey to find lasting, independent police reform we did suffer a setback when being found out of compliance with the 2012 Federal Consent Decree. /1 Image
Shortly thereafter I was proud to stand with the community to ask that the hard fought wins under the consent decree continue to march forward and that our 2017 Police Accountability Ordinance be prioritized in upcoming labor negotiations with both police unions. /2

2019 #TeamLorena Year in Review: Passage of the Citywide Mandatory Housing Affordability Program (MHA)

After years of planning, months of deliberations, hundreds of hours of public input, and countless letters, emails, phone calls from advocates and constituents, /1 Image
the Full City Council unanimously passed MHA to incentivize the development of affordable housing in every multifamily and commercial zone throughout the City of Seattle. /2

While we still have much more work to do to mitigate displacement and dismantle exclusionary zoning laws, I am proud that we took another step towards building more affordable housing infrastructure in our city. /3

2019 #TeamLorena Year in Review: Creating Housing Stability for those with Disabilities

This year I worked with members of the @Homeless2Housed to advocate for the establishment of the Home for Good pilot program with a $750,000 investment. /1 Image
This pilot is intended to close the rent gap, provide stability, prevent harm, & increase the effective use of local shelter +rental housing resources by providing a shallow and ongoing rental subsidy to Seattle residents with disabilities who are living on federal disability /2
benefits of $1,000 a month or less and who are either currently homeless, or were homeless and are now at very high risk of becoming homeless again because of a benefit cliff or rent gap. /3

After the crushing loss of their daughter Bea, just 36 hours after her birth, Rachel and Erin Alder brought to our attention a glaring loophole in our municipal-employee leave policies. /1 Image
Our generous paid family leave did not provide our employees paid time off to mourn the loss of a newborn child. Parents deserve the space and time to heal without the stress of work being an additional burden. /2

Protecting Workers at Hotels from Sexual Assault: I was proud to partner w/@CMTMosqueda (Pos.8 //Citywide), @UniteHereLocal8, and hundreds of hotel workers across the City to pass a suite of bills that fulfilled the intent of Seattle voters, /1 Image
who in 2016 said YES to protecting hotel workers from sexual assault and heavy work loads and provided these workers with access to affordable healthcare. /2
These labor standards are critical to creating a safe workplace and providing basic benefits to keep more working family healthy and thriving. /3
