I intend to vote to override the Mayor's vetoes at tomorrow's special Full Council mtg.

This morning @ Council Briefing, I stated that I stand by what Council did this summer & I continue to believe these are the right policy choices. I will continue to support divestment. /1 b/c Council is required to follow the Open Public Meetings Act, I don't know the outcome of tomorrow's vote.

If vetoes are sustained, then the work we have collectively done is erased. This will mean zero dollars from 2020's budget for BIPOC-led community safety investments. /2

This morning I visited @CityofSeattle’s free #COVID19 testing site in West Seattle, hosted by @UWMedicine and @SeattleFire. Our testing was safe, fast and convenient. Interested in also getting tested? Find a testing site here: seattle.gov/mayor/covid-19… Testing is available regardless of your citizenship/immigration status.

This weekend has been marked by great personal loss to those of us who knew and loved Rahwa Habte and Sarah Leyrer. Both from different walks of life. Both loved community, organized community and staunchly fought for what was right. Both gone too soon. Rest in Power. /1 ImageImage I first met Sarah in law school. She was effervescent, quirky and had a heart pure as gold. I convinced her to work at Casa Latina and we often stood in store parking lots volunteering as legal observers to make sure day laborers were protected from ICE raids in South Seattle. /2

Like many of you, I have watched with dismay as the SPD has failed to demonstrate restraint or exercise the de-escalation principles that should be the hallmark of a truly reformed law enforcement department. The culture change we are pushing for, and have been since 2010, has failed to materialize. The City Council has taken the initial votes to begin the process of transforming how the City of Seattle ensures community safety for everyone, particularly our BIPOC communities.

This is great news for Child Care Providers across the Country, who are essential to our collective recovery from the #COVID19 crisis! Thanks to the House Members who voted in favor and many thanks to our Senator @PattyMurray, who needs our support to get this done! 💪/1 If passed, the #ChildCareIsEssential Act, "would provide grant money to child care providers in an effort to help the facilities reopen safely amid the coronavirus pandemic and stabilize the sector’s operations on Wednesday." /2

Now: we're discussing an amendment that I am sponsoring w/@Lisa_Herbold and @CMTammyMorales to Res 31957 for a long-term investment in rental assistance to be part of JumpStart.

We don't know how long it will take to recover from COVID19 since we're still quarantining. We’re headed towards an eviction crisis despite our efforts to put protections and flexibility in place and get rental assistance to those in need. It's scary to think about what is going to happen.

We need more rental assistance, period.

First up, we are hearing from Creative Justice co-director @NikkitaOliver about the non-profit hunger games to fund the things that DO work. This dynamic exacerbates the scarcity conditions & feeds the #schooltoprison pipeline. Next up, we are hearing from Mattie Mooney of Trans Women of Color sharing the experience of Black and brown trans women and what they need to feel safe and protected.

Mattie calls for Housing for All that ensures housing is gender affirming and safe for trans residents.

Gun violence, a THREAD

1/ For over a decade, I’ve been a staunch police reformer and advocate for gun safety legislation in Seattle and beyond. Portraying gun violence as an issue caused by the existence of #CHOP distracts us from discussing the root causes of gun violence. 2/ This is an epidemic w/devastating impacts on Black/Brown people in every major city, including Seattle.

Tragically, we lost another life to gun violence over the weekend with another young victim critically injured. My heart hurts for the victims, their families + friends.

#BudgetingWithLorena Summer 2020 edition, ep1

Saying “Black Lives Matter” is not enough.

Seattle City Council is getting to work to revise the 2020 budget. I am committed to passing one that is anti-racist and defunds the police for community investments and interventions. In addition to working with my colleagues in Seattle, I've joined @CMGirmayZahilay and @kate4spokane to call all WA State electeds to pledge to anti-racist budgeting and policymaking for system wide transformation, no matter where you live: docs.google.com/document/d/1MC…

We needed a #WashingtonWorkerReliefFund weeks ago.

Take action: actionnetwork.org/letters/create… "Undocumented immigrants are among the most impacted as COVID-19 sends the country into an economic slump, yet they are being left out of stimulus efforts."

🚨 YAKIMA: FACE MASKS NOW MANDATORY IN PUBLIC 🚨

The infection rates for Latinx populations in Yakima County, my home and where my mom still lives, are egregiously disproportionate. There are systemic failures contributing to this reality. #COVID19 (thread) This is, in part, due to ag/factory/farm workers workers being deemed “essential” without employers providing or requiring PPE. Follow @WAAFLCIO for amazing worker organizing out in Yakima County on this issue.

As a member of LRPC, we'll have a new opportunity before us with how the City approaches its labor negotiations with police unions.

I want to share from the Council side, I'm looking forward to working with colleagues to center community voices to in this work. We do have labor laws from the state and city that manage this space and to comply with. I do want to share that members of the LRPC that include other CMs (Herbold, Lewis, Mosqueda, Morales), we are committed to having a process in place

Back to live tweeting - a few of my colleagues have expressed our shared concerns and frustrations over what we are seeing ourselves and what our constituents are sharing. @CMTMosqueda is also curious about real time recs from our accountability system for real time change CM @Lisa_Herbold says "we saw Chief Best with a mourning badge. We want to know about mourning badges and displays of names and that information."

We're now beginning our 3rd panel with the City's civilian-led police accountability system: @SeaCPC, @SeattleOPA, and @SeaOIG. These three offices make up the "three legged stool" of our police accountability system. Co-chair Prachi Dave starts by "acknowledging historical and generations of trauma, and that community has asked for fundamental change" and that they are "reviewing the many pictures and posts of what has been shared" from Seattle's #JusticeForFloyd demonstrations

Next up, we are joined by Deputy Mayor Mike Fong, Chief Scoggins, Chief Best, and @SeaNeighborhood Director Andres Mantilla.

Chair Herbold reminds us they cannot answer questions regarding ongoing investigations, but will speak to #JusticeForFloyd demostrations. Deputy Mayor Fong acknowledges the long road ahead of the work around accountability and reform, that an after-action report will be developed, and that he looks forward to working with Council on these issues.

Public comment round I has concluded, we are now moving onto agenda item #1 - Community Panel of #JusticeForFloyd demonstrators sharing their first-hand experiences of what they saw in response to demonstrations. Powerful testimonial shared by our first panelist about his experiences of living while Black and a reminder that so-called progressive places like Seattle are not immune from the bias that harm Black people in other parts of the country.

Many rightfully gather in #Seattle to protest the unjust killing of #GeorgeFloyd and the unjust taking of so many other beautiful black lives across America. This sanctioned violence must end! If I didn't have a 5-month old at home, I would be marching in the streets with you! Members of my own staff will be peacefully protesting today. You might see them posting on my platforms today because I want to ensure that they are empowered to use their voices, as women of color, to use our collective power to fight for justice. We are all grieving.
