1/ The CPB thing is the state power/cop problem writ large.

Law enforcement and first responders deserve enormous respect and deference for the work they do and the risks they assume.
2/ To preserve that respect and deference they, them moment that power becomes corruptly or maliciously directed, they must correct it.

The responsibility of leadership is to build a culture where people *empowered to kill* by the state act accordingly.
3/ The excuse of "blowing off steam" or "responding to stress with humor" from leadership is unacceptable and immoral.
