This morning, @NewYorkFBI SAC Aristedes Mahairas kicked off #ICCS2019 with remarks outlining the goal of ICCS to provide #cyber security information to the private & public sector, and reminded the audience that cybersecurity has become a way of life for all of us.
Today, Matt Gorham, Assistant Director of the #FBI’s Cyber Division, gave a keynote address at #ICCS2019 about the #cyber threats facing the FBI and our partners, and how we are working together to meet them. @iccsny
AD Gorham: The FBI occupies a space in the center of this complex #cyber eco-system. We occupy this center position, not only because of where we sit in the environment, but also because of our cross-cutting authorities as a law enforcement & national security agency. #ICCS2019
AD Gorham: This unique role gives us the ability to use our accesses, authorities, and capabilities to further our own investigations and intelligence operations, and also allows us to share with, and enable, our partner agencies. #ICCS2019
AD Gorham: Our presence & authorities allow us to engage victims, collect intelligence, & conduct investigations, all in pursuit of attribution, which, when shared w/ our partners, further enables the USG’s ability to protect against threats & face adversaries head on. #ICCS2019
AD Gorham: Additionally, attribution backed by #FBI intelligence empowers the government to impose a range of consequences on malicious #cyber actors, from indictments to the use of diplomatic tools to sanctions. #ICCS2019
AD Gorham: These consequences build deterrence & send a clear message that USG will not tolerate destructive, destabilizing, & counter-normative behavior in cyberspace. Our investigations yield info that enables the govt to notify victims & prevent future intrusions. #ICCS2019
AD Gorham: We also draw from decades of experience & collaboration across the #FBI’s lines of efforts…virtually every nat’l security threat & crime problem the FBI faces involves some facet of #cyber. Collectively, we integrate our assets, authorities, & capabilities. #ICCS2019
During a panel at #ICCS2019, Special Agent Justin Lee, Special Agent Orin Paliwoda, and AUSA Sagar Ravi discussed the investigation that lead to the December 2018 indictment of two Chinese nationals, members of a hacking group known as APT 10. 1/
The APT10 group acts in association with the Chinese govt to target USG & commercial & defense tech companies to commit economic sabotage. Zhu Hua & Zhang Shilong are under indictment. Anyone with info about Hua & Shilong is asked to contact the FBI or the nearest US Embassy. 2/2
Today at #ICCS2019, @NewYorkFBI Special Agent Evelina Aslanyan joined Dimitris Theodorakis, the White Ops Director of Detection, to discuss METHBOT & the global collaboration between law enforcement and private tech industry partners to dismantle it. 1/
METHBOT was a massive digital ad #fraud scheme that generated fake ad clicks and views to defraud ad networks of millions of dollars. As a result of the collaboration, @TheJusticeDept indicted 8 individuals. #ICCS2019 2/2
Also today, Supervisory Special Agent Joel DeCapua spoke on a panel about blockchain and security with academic and industry experts. #ICCS2019
Unit Chief Robert Lee of the #FBI's Cyber Division & Senior Counselor to the Director Sumon Dantiki participated in a panel on cryptocurrency, where they discussed the importance of partnerships with the private sector, academia, & international agencies. #ICCS2019
#HappeningNow: FBI Director Wray provides closing remarks at #ICCS2019. He is speaking about the ground covered during the conference this week and laying out what the FBI brings to fight against #cyber threats and for cyber security.
Director Wray: The #cyber and digital threats we face have become much more sophisticated…more pervasive with a far wider variety of victims….and more dangerous with the potential for ominously greater damage. #ICCS2019
Director Wray: And with every advance in technology, from AI to drones to the many different ways we now communicate with each other, the degree of risk posed by these threats increases. #ICCS2019
Dir Wray: Given our law enforcement authorities, our central role in the intelligence community, & the span of our responsibilities, from counterterrorism to counterintelligence to criminal investigations, we’re well situated to address #cyber threats to nat’l security. #ICCS2019
Director Wray: And because we’re out on the ground, running these investigations, we’ve got a lot of unique information to share with our partners in law enforcement, in the intelligence community, w/ our private & public sector partners, w/ academia, & w/ Congress. #ICCS2019
Director Wray: We’re using our expertise to warn the public and private sectors about what we’re seeing, and to spotlight risks and vulnerabilities. #ICCS2019
Dir Wray: My view is the #cyber threat is bigger than any one govt agency or even the govt itself. FBI brings a rare combo of scope & scale, experience, & tools. We investigate crim activity like intrusions & cyber attacks, & also nat’l security threats like foreign influence.
Director Wray: We’ve got technically trained personnel covering ~400 offices around the country, an elite rapid deployment force, our Cyber Action Team, which can respond to a cyber incident pretty much anywhere in the world, & we’ve got Cyber Task Forces all over. #ICCS2019
Director Wray: CyWatch, our 24-hour watch floor, coordinates U.S. law enforcement response to intrusions, tracks victim notification, and collaborates with other federal cyber centers. All of that adds up to a pretty formidable arsenal. #ICCS2019
Director Wray: If you do suffer a breach, it’s important to take the long-term view. Waiting to report a breach is almost always going to be counterproductive. Getting the FBI involved early allows us and our fed partners to mitigate any damage to your networks & data. #ICCS2019
Director Wray: It help us connect the intrusion to any larger threat streams, and give you the information you need to understand what happened. It helps mitigate sometimes crippling reputational risk…and it helps us notify other potential victims. #ICCS2019
Dir Wray: I want to turn to the risks of foreign influence. We’re working hard to combat digital threats to election security. In the last few years, we’ve seen examples of cyber actors targeting campaigns to glean intel & directing bots to propagate divisive messaging. #ICCS2019
Director Wray: We’ve also seen examples of actors targeting election infrastructure to obtain PII, exact ransoms, temporarily disrupt election operations, and undermine voter confidence in the electoral process. #ICCS2019
Director Wray: We expect much of the same in 2020, especially with the new cyber tools continuing to fall into the hands of adversaries who wish us harm. #ICCS2019
Director Wray: We’ve yet to see attacks manipulating or deleting election and voter-related data, or attacks taking election management systems offline. But we know our adversaries are relentless. So are we. #ICCS2019
Director Wray: Through the FBI’s Foreign Influence Task Force, we’re tackling malign foreign influence with a 3-pronged approach – investigations, info sharing, & outreach…but the foreign influence threat isn’t just limited to election season. #ICCS2019
Dir Wray: We’ve got to raise public awareness & increase our country’s resilience…that combines the efforts of many folks – govt agencies, election officials, journalists, internet tech & social media companies, think tanks, academia, NGOs, independent researchers, & the public.
Director Wray: Foreign investment is another issue on our radar because it can be another way that hostile foreign powers seek to exercise their influence. #ICCS2019
Dir Wray: Our economy benefits from a wide array of outside investments. At the same time, certain foreign investments in US companies, by certain foreign govt & closely associated companies or state-owned enterprises, may put US proprietary data & tech at serious risk. #ICCS2019
Director Wray: We’re working with CFIUS to make sure we’re all on the same page when it comes to reviewing foreign investment in American companies that produce critical technologies or collect sensitive personal data of U.S. citizens. #ICCS2019
Director Wray: We know that those of you in the private sector take protecting IP, data, & R&D seriously & that you consider that as part of your risk management plans. We in the intelligence & #lawenforcement communities have facts that aren’t always available to you. #ICCS2019
Director Wray: You may be underestimating the level of risk on the one hand, or overestimating the effectiveness of protections and countermeasures available to you on the other hand. #ICCS2019
Director Wray: You’ve got to take steps ad make hard choices to safeguard your R&D, PII, and proprietary data. #ICCS2019
Director Wray: Before I wrap it up, I want to talk about the FBI’s need to ensure that our nation’s protectors…have lawful access to the digital evidence that they need to stop criminals and to keep you, your families, and your colleagues safe. #ICCS2019
Director Wray: Just as technology has become a force multiplier for the good guys, it has become a force multiplier for all sorts of bad guys – for terrorists, hackers, child predators, and more. #ICCS2019
Director Wray: User-controlled default encryption is a real challenge for law enforcement. Our agents continue to encounter criminals, from street drug dealers to foreign spies, who relish the ability to hide on encrypted devices & inside encrypted messaging platforms. #ICCS2019
Dir Wray: I don’t want to think about a world in which we lose the ability to detect dangerous crim activity b/c a tech provider decides to encrypt this traffic–data in motion–in such a way that the content is cloaked & no longer subject to longstanding legal process. #ICCS2019
Director Wray: Barely a week goes by in my job that I’m not confronted with some investigation that's impacted by this obstacle. So while we’re big believers in privacy and security, understand we also have a duty to protect the American people. #ICCS2019
Director Wray: There’s one thing I know for sure: it cannot be a sustainable end state for us to be creating some kind of unfettered space that’s beyond lawful access for people like terrorists, hackers, and child predators to hide. #ICCS2019
Director Wray: These threats strike at our national security, our economic security, our security as everyday citizens, and they can strike at the very heart of our democracy. #ICCS2019
Director Wray: As we leave here today, it’s a good time to think about where we are, and where we need to be tomorrow, the next time we meet here at ICCS, and even 10 years from now. #ICCS2019
