@ITIFdc @beisgovuk @ScotGovEnergy @EnergySysCat @theCCCuk UK just makes top 10, performing best on 'social legitimation' (i.e. making clean energy more acceptable).

Does well too on 'option generation' (i.e. scale & diversity of clean energy RD&D funding).

Poorest on 'scale-up' (i.e. later stage demonstration & commercialisation).
@ITIFdc @beisgovuk @ScotGovEnergy @EnergySysCat @theCCCuk UK has done extremely well on growing its RD&D spend, ranking 1st of all the @MICleanEnergyRD countries. Kudos to @beisgovuk and its Industrial Strategy spending, which I imagine has been the primary driver.
@ITIFdc @beisgovuk @ScotGovEnergy @EnergySysCat @theCCCuk @MICleanEnergyRD Not so good news is UK spend on basic energy science.

For a world leader in higher education research our relative spend is a fraction of some of our peers in W. Europe & N. America.

Just look at the USA's relative spend. Quite amazing. Mexico too also very impressive.

It fell down on patents & CCS/adv nuclear spend.

It is roughly 3 months since government updated their support packages for the energy crisis.

Still 2 weeks until a new PM.

@ofgem announce price cap rise tmrw & takes effect on 1st Oct, when heating season starts.

We’ve wasted our opportunity to get ahead of this crisis 1/ 🧵
All is not lost! What do we need?

Oven-ready, cross-party strategy to deal with this.

On scale & funded same way as furlough.

O&G majors fund greater share via windfall tax.

Target those who most need it, via existing streams eg benefits. Low complexity/low admin burden. 2/
We need a national retrofit programme.

Funded again in part via windfall but also incentivised via market means (stamp duty cut, green mortgage, energy price floor).

Expand existing council led delivery to get insulations into lofts ASAP

A really fantastic piece of work.

@theCCCuk commissioned report on Local Authorities and the Sixth Carbon Budget.

Some great and entirely achievable recommendations here. The big and obvious ask beside funding seems to be better regional coordination.

Really interesting para here about important of regional organisations like Local Enterprise Partnerships and especially Distribution Network Operators.

By occupying the 'in between' space between local & national, they also occupy a critical role for coordination and learning.
And another 'print it out and stick it on the wall' table regarding the policy levers of different layers of regional and local government in the UK.

A few charts that tell a story about fuel poverty in England/GB.

1) Fuel poverty has stubbornly held at between 10-12% of English households. Peaks and troughs but some indication it's fallen slightly.

2) BUT the number of fuel poor homes in properties EPC band D or above has grown significantly. From 33% in 2010 to 69% in 2018.

Trend is towards living in more energy efficient homes, although Band D leaves much to retrofit. 2/ ImageImage
3) Average domestic elec and gas consumption both fell by 13% between 2010-2018.

So on average we're using less energy in our homes each year. 3/

"Why would we want to deliver a community #energy project?"

Take a look at all the grants from the Waterfall Fund, that takes approx. £30k surplus revenue from Green Energy Mull's Garmony Hydro facility.

This is what community energy does for the local community.
Note that GEM sources around 80% of its revenue from the FiT. Now the FiT is dead, a healthy surplus incredibly difficult to achieve and so community benefit funds like the Waterfall Fund already a thing of the past.
FiT often derided as a middle class subsidy: if you have the money to buy your solar panels, you can access the tariff.

Argyll & Bute has below average disposable household income per head. It isn't rich. The FiT enabled the community to invest in the cultural fabric of #Mull.
