@ipea 2. Measure A foresees the enrolment of Bolsa Familia eligible households already in the Single Registry into the programme. It is estimated a waiting list of 1,7 million households.
@ipea 3. Measure A also foresees the suspension of verification and recertification processes during the health crisis to avoid human crowding at Social Assistance Reference Centres (CRAS).
@ipea 4. Measure B adjusts the Bolsa Família eligibility lines and increases the value of benefits. Scenarios bringing eligibility lines up to the real value they had at the beggining of the programme, peak, and average are simulated.
@ipea 5. Measure C creates an emergency benefit for 6 months (renewable) for all Bolsa Família beneficiaries. Scenarios valuing the emergency benefit at 50% and 100% of the standard benefit are simulated.
@ipea 6. Measure D foresees the creation of an emergency benefit for 6 months (renewable) for all households registered in the Single Registry with per capita income below ½ minimum wage (MW). Three scenarios with flat benefits and another 3 with per capita benefits are simulated.
@ipea 7. The authors recommend the implementation of measure A, B and D (which includes C), to adjust Bolsa Família eligibility thresholds and benefits by 29%, bringing them back to their January 2004 values, and create an emergency benefit of BRL 450 per household.
@ipea 8. Bolsa Família households would receive BRL 690 for six months due to the emergency benefit. Even after the latter is suspended, Bolsa Família beneficiaries would still receive an average benefit 27% higher than the current one, with broader coverage.
@ipea 9. Households in the Single Registry (per capita income lower than ½ MW) not benefiting from Bolsa Família would receive BRL 450 for six months during the crisis. The emergency benefit would cover 30% of the population at a cost of 1.5% of GDP.
@ipea 10. Law 13,982 2 April 2020 (bit.ly/3aGpxY7) adopted a ≠ approach: an emergency basic income for low-income informal workers. The same group of @Ipea researchers have estimated the new benefit coverage at 51% of the population. Check the thread: bit.ly/39zaUVi.
@ipea 11. Nevertheless, Measure A can be implemented through funds made available by Provisional Measure 929 of March 25 2020 (bit.ly/2X86Qsj). An additional budget has been allocated to reduce the Bolsa Família waiting list as a response to the #COVID19 crisis.
@ipea 12. Finally, the study also calls for a budget increase for the social assistance sector. Demand for these services will grow at the local level due to rising poverty and vulnerability as a result of the COVID-19 pandemic.
