2/11 Tayssir, a #CCT managed by the @MarocEducation covering 2 million students in both rural & urban areas, is the only large-scale social #CashTransfer programme in #Morocco. However, the emergency benefit for #InformalWorkers didn’t rely on Tayssir to respond to #COVID19. Why?
3/11 In part because Tayssir doesn't have its own targeting mechanism. It also uses RAMED'S proxy means test to determine eligibility in urban areas. See bit.ly/35eJX8E. So, was the main reason to use RAMED cards because of its good targeting performance? Not really…
4/11 In an emergency the targeting accuracy isn’t the major concern. Timeliness and coverage dictate the choices made by policymakers. And RAMED is the main registry in the social assistance sector covering around 14.4M by 09/19 (40% of the population).

5/11 Using RAMED could be a speedy solution to identify vulnerable #InformalWorkers. But would it be enough? No, as #COVID19 is affecting all workers, not only those who are poor or have a valid RAMED card. Not surprisingly a #CashTransfer was proposed for laid off #FormalWorkers
6/11 Like countries such as #Brazil, #Thailand and #Peru, #Morocco has set up an online platform to receive applications of #InformalWorkers affected by the crisis that aren’t registered either with the @CnssMaroc or with RAMED. The typical missing middle group.
7/11 The use of technology has been important to speed up the response and to help comply with social distancing measures. Use of SMS, ATM payments and manual payments in isolated areas have played an important role in fostering the modern, while catering to the traditional.
8/11 What are the lessons from the #COVID19 #SPresponse to the future of #SocialProtection in #Morocco? The first is that the country is ready to adopt #CashTransfers as a key social assistance instrument like #Egypt and #Tunisia have done.
9/11 The second is the importance of social registries to quickly respond to crises, and that they don’t need to be perfect to work well. From identification to payment, innovation and technological capacity ensured a timely and adequate implementation.
