To try and satisfy Matt Hancock’s “obsession” with the 100k target they had to get the permanent secretary at DHSC-Chris Wormald-to agree to a change in the counting process.

Posting a test kit is not more a test than buying flour to make some bread is a loaf of bread made and eaten.
By all means put “test sets posted” as a separate line.
It will be interesting to see the turn around timescales to return and complete test set and notify result.

Further. What if 20% never get returned? Is that still a test?
What of the 80% returned & the test completed? Do they get counted twice?

This is shabby, tricky, underhand and must stop.
@CMO_England please intervene in this. Trust is hard won and easily lost. Counting tests in this way erodes it.
Have separate lines for test kits posted. None for “agreeing” to mail.
