Meanwhile in another district the schools will stay closed. Students and teachers would be tested too.

If there was no difference then that group would replicate the first group stage one whilst the first group would have three quarters of the children returning and 3ft spacing
The third phase , if the first two successful would result in full unrestricted reopening.

The same model could be applied to other places of work.
