1) No way re-opening actions from Mon (which btw didn't apply to most at-risk counties) would = a spike since.

2) In fact, there was no spike. There was a large increase in testing ~5/1, but positive rate remained steady ~5-6%.
In fact, the positive rate during that period is actually 3.7%, which is actually indicating a decline.

Outlets have been doing this all week. It's dishonest and wrong. If they don't know how to put data in context, they shouldn't be writing about it.

It's perfectly possible that re-opening actions will lead to large spikes. We will have to watch the data and evaluate it accordingly in weeks ahead. That's not what these outlets are doing because they are too invested in a conclusion already.
