Due to #COVID-19 this meeting will be conducted virtually. Only the chair of the meeting, along with a clerk and audio/visual technician, will be in council chambers, with all other staff, members of council and delegations participating in the meeting remotely. ⤵️
Requests to delegate to this virtual meeting can be made by completing the online delegation registration form at burlington.ca/delegate or by submitting a written request by email to the Clerks Department at clerks@burlington.ca by noon the day before meeting is to be held. ⤵️
All requests to delegate must contain a copy of the delegate’s intended remarks which will be circulated to all members of committee in advance as a backup should any technology issues occur. ⤵️
If you do not wish to delegate, but would like to submit feedback, please email your comments to clerks@burlington.ca. Your comments will be circulated to committee members in advance of the meeting and will be attached to the minutes, forming part of the public record. ⤵️

There are two registered delegations for today who will be calling in today’s meeting.
Virtual delegate Kirk Robinson is speaking on Item 5.3 — the De-registration bylaw for existing registered plans of subdivision within the Millcroft neighbourhood.

Kirk says he’s encouraging the city to de-register the proposed development that he says will fundamentally... ⤵️
... change the character of the area and have adverse effects on the environment.

In questions from committee and Mayor Meed Ward, Kirk says he would hope the developer waits until the public can safely come together again to hear their feedback before moving forward with their application. ⤵️
Mayor Meed Ward notes, that may not be possible, as the City has a legal obligation to process applications that are submitted to the City when they are submitted.

The staff report is not making any recommendations regarding the proposed development (i.e. appropriateness of proposed land use); but rather, it’s only recommending that Council require the appropriate applications, to facilitate the review of the proposed development.
Mayor comments: “I want to thank our planning staff on their excellent work on this and commitment to our process. This is further demonstration of preconsultation process working how it should - flagging certain issues to an applicant prior to submitting an application and... ⤵️
“... help them determine which application path to take. This gives absolute clarity to an applicant. The support from the public for this is indicative of the good work staff has done.”
Recommendation (attached) is carried by committee to Council.

Mayor Meed Ward asks why this amendment is needed, if we already have a bylaw to maintain a 2 m distance between people.

Staff note, this revision addresses issues heard from the public who don’t want to interact with dogs off-leash during #COVID19 — there was a recent... ⤵️
... interaction where a young child was bitten by an off-leash dog & they had to go to hospital for stitches. Bylaw revision also gives staff authority to collect/ask for ID if there is a need to issue a ticket for repeat offenders. Staff note, the priority is education first.
Mayor notes this revision as it reads says dogs who greet each other cordially, their owners can get ticketed — and she’s not comfortable with that. ⤵️
Mayor adds, if we’re (the City) trying to achieve the ID piece and ensure owners keep their pets under control, the revision needs to explicitly say that. Asks staff to bring the amendment back to committee.
Staff note, the priority is always education first, but for those individuals who choose to disregard the bylaws and compromise the health and safety of others, we have to protect those residents too.
Mayor asks for bylaw to say keep dogs away from other people, she notes it currently reads as keep away from other dogs.

Staff note, they can bring this back with an addendum to assist in communicating the need for this revision, and clarify any confusion.
Mayor comments: “What we have before us is a physical distancing bylaw for dogs. We don’t need that. What we do need, is for our bylaw enforcement officers to have the ability to ask for ID to issue a ticket to people who are repeatedly not controlling their animals properly...⤵️
“... I can get behind that because that is the health and safety piece for the community.”
Mayor puts motion on the floor to refer the report back staff to bring clarity in the both the bylaw and report back to Council.

It carries.
That ends the CPRM Committee meeting.

Things will now move into the Special Meeting of Council to vote on ratifying the time-sensitive planning report on de-registering the plan of subdivision for the Millcroft community.

The Special Meeting of Council has started with Counc. Shawna Stolte acting as deputy Mayor as she is the only member of Council physically in Chambers today.

Mayor Meed Ward and other members of Council are in attendance virtually.
The one item on the agenda: 5.3 Deregistration by-law for existing registered plans of subdivision within the Millcroft neighbourhood (PL-34-20).

Recommendation (attached) is unanimously ratified by Council.
