Here is the sanctions section, nothing about removing sanctions. It was Kislyak asking how sanctions on FSB & GRU would impact fighting terrorists, as those groups are the ones who are fighting the terrorists...
The other thing that jumps out at me, is that Kislyak seems desperate to get Trump & Putin together on a secure video call. I don't think Flynn or Trump allowed that call to take place, was there going to be a set up & some leaks regarding that call? Was Kislyak setting that up?
