THREAD: COVID-19 COMMISSION - Gimme a B, Gimme a C, Gimme a G

The almost unaccountable Covid19 Commission really needs some more scrutiny.

Take the $0.5m tender it awarded to Boston Consulting Group (BCG) for a month’s work of “business administration” services.
@murraywatt raised it in the sen ctee & the response by the dep CEO of the Commission was enlightening.

BCG got the gig because they did pro bono work for the Covid19 Commission, and Nev and his mates decided they should then get paid. Don’t believe me, read the transcript:
It appears a new pathway to winning gov contracts is offer your services free and then get a contract.

I’d like like to see a middle ranking public servant try that stunt and see if they could pull it off.

I doubt it would fly.
Note that this was listed as an “Open” tender.

Imagine get a look in when BCG are already doing the work pro bono….maybe we need a new classification an “open and shut” tender.
Who would've thunk it that the “merchants” of consulting would be doing freebies for the government….well not so free…..when pro bono costs $0.5M…or as the public servant said:

“the commission agreed that they’d be paid an amount for their ongoing work”!
And what of the BCG work?

Providing admin support for the manufacturing taskforce, writing reports, analysis etc. One thinks a job that could be done in-house quite easily.

Given the fossil fuel heavy nature of the Commission there are some legitimate questions to ask ⬇️
So what do BCG bring to the table that the public service couldn’t?

There’s some strong rumours floating around that with a thriving oil and gas consultancy, BCG could add something special to the taskforce?

They do solid and recent work in the space.
So who was the BCG sector lead running “admin support”?

Someone with deep expertise in LNG and gas markets? or was it a principal with expertise in manufacturing?

Was BCG’s admin services delivering manufacturing analysis - or it was designed to be a fillip for oil & gas?
Who enaged them pro bono in the 1st place?

Will the analysis - that cost $0.5m - ever be released? or will it be couched behind confidentiality either commercial, cabinet or whatever status the Commission holds?

Maybe “open” only applies to tender processes.
