1. William Barr is a practiced dissembler. You have to watch him carefully. He said that the Insurrection Act (the "Act") can be used to quell rioting. A riot is not an insurrection. The Confederacy was an insurrection not a riot. Moreover, the Act can't be employed in DC.

5. The Act establishes a state legislature must request troop deployment unless the legislature is unable & then only the governor may make request. There's a term for what @POTUS, Barr & governors of the states that deployed armed militias to DC did. A #SeditiousConspiracy.
