There were two theatres of 71 war, western theatre & eastern theatre. Though Pakistanis fought bravely, they lost battle of eastern theatre. Indians did not succeed in western theatre. Pakistan did not lose 1971 war; it retained its original territory, sovereignty & independence.
1940 Pakistan Resolution at Lahore, stated formation of soverign state(s) from contiguous Muslim majority areas. Only Punjab, Afghania (KP), Kashmir, Sindh = PAKISTAN, were contiguous Muslim majority areas. Bengal was not contiguous to Pakistan and as such its B was not added.
Bengali Muslim leaders struggled for an independent Bengal. When they felt that they could not gain independence, they requested Mr Jinnah to become part of Pakistan movement & in 1946 Delhi Resolution was passed in which East Bengal was added.
Maulvi Abdul Haq, a Bengali Muslim, was requested by Mr Jinnah to table the Lahore Resolution of 1940. Interestingly, the same Maulvi Abdul Haq, in 1952, openly stated that it is time we Bengalis separated from Pakistan.
When Bengali leaders felt they can't gain independence for Bengal, they joined Pakistan movement bandwagon - Pakistan and East Bengal were first mentioned in 1946 Delhi Resolution. Seeds of an independent Muslim Bengal were sown before 1947. Joining Pakistan was merely a ploy.
Bannerjee in his book, "India, Mujibur Rahman, Bangladesh Liberation & Pakistan (A Political Treatise)" describes Mujib, pleading for PM Nehru’s material support to declare the independence of Bangladesh and for Govt in exile in London by Feb/Mar 1963.
Nehru conveyed to Mujib that the international situation was neither propitious nor opportune for Mujib to declare independence just at that time. If Mujib wanted India’s support to be “effective and resolute”, India’s thinking was that he would have to wait for the right moment.
The meeting with Banerjee was followed by series of meetings between Mujib, Sourja Kumar Choudhury, the Deputy High Commissioner of India (Head of Mission in Dhaka), Colonel SC Ghosh, the Station Chief of Indian Intelligence in East Pakistan and Bannerjee. The rest is all history
In the weeks that followed, Mujib became impatient and in his desperation to reach out to Nehru crossed border to have series of meetings with Tripura’s Chief Minister, Sachin Singh, in Agartala, what later became famous as “Agartala Conspiracy Case”. Was arrested on return.
Word Pakistan was coined by Chuadhary Rehmat Ali in 1933, at Cambridge, in UK.

P for Punjab, A for Afghania (Khyber Pakhtunkhwa), K for Kashmir, S for Sindh and Tan for Baluchistan - PAKISTAN.

There was no B for Bengal. And the founding fathers of Pakistan did not add it.

Even Atlee, British PM of the era, while talking US Ambassador, stated that British India would be divided in three states i.e. Pakistan, Hindu India and Bengal. East Bengal was added in 1946 Delhi Resolution by Mr Jinnah on the request of Muslim Bengali leaders.
Total Pakistani PoWs held by India after 1971 war was about 90,000 plus. About 55,000 of these PoWs were civilians from West Pakistan, both official & non-official, & included families, businessmen & others, who were not armed & did not enter into combat with Indian troops.
