Let's get to the section IV, the last one, which defines the roles and responsibilities of different state authorities and bodies within ND. P.21 - Overall management by the President. P.22 - the Goverment does economy, foreign and information (!) policies.
P.23 - Sec.Council forms basic principles of ND-related military policies and coordinates other federal authorities.
P.24 - MoD through the General Staff does the planning and implementation of organizational and military stuff.
P.25 - others do other stuff within their mandate.
And that's all. I hope now the debate on Russian nuclear doctrine, etc., will become much more informed.

This document intentionally leaves some space to be discussed, like, where is China? Does Iran possess conventional military good enough for ND?

But it also gives answers.

To the best of my knowledge, this is the first time the Basic Principles of State Policy in the field of Nuclear Deterrence are made public in Russia.
