In our carceral society there are no clear alternatives to calling 911. Even for fire or EMS, there is always a risk of police responding.

Get consent when seeking help on someone's behalf. Folks may not want your help, or may prefer help from others in their community or who share their identities. There is no guarantee that a person will accept help/services. Offer support/suggestions, but avoid saviourism.

In Canada, social services/medical professionals have a legal duty to report to police if they hear of child abuse, if they believe a person is a threat to themselves/others, if they hear of abuse by medical professionals, or if someone is conspiring to commit terrorism.

The assessment of these risks is somewhat subjective and will vary depending on the individual worker. Know the risks of calling these numbers, and consider your positionality, and that of others with police if they were notified.

Before you divulge personal details you can ask the worker about their interpretation of that duty to report.
