Talks after the Itaewon tragedy remind me of what we went through after the Paris attacks. Different scenarios but same need not to be clueless about first help.
If it can be of interest to you, here is what I can share based on the basic training I received and stuff I learnt:

You can learn the very basics in a few of hours. In France, fire stations offered 2h training after the attacks. You'll never be a doctor but that's not what's asked of you. Just how to read the situation and know what to do. So see fire stations, red cross, etc. for training + Image
In most countries, you are legally obligated to call for help. But nothing more! Never improvise as if you were a doctor.
Lesson n°1 : ACTIVATE THE CHAIN OF RESPONDERS. Nothing can happen until first responders get there, your most important responsibility is to get them here.
