This decision of the Tamilnadu government is in violation of the #UGC guidelines issued originally on 29th April & Revised in July. In the UGC guidelines it is very clear that this provision for mark calculation is only for CURRENT academic session. /1
As of now the legal status of the announcement of the TN government must be scrutinized with the guidelines of #UGC. As the matter of State Vs UGC is pending with the supreme court, this announcement will be valid only if the Top court rules in favor of states (DMA). /2
In this scenario, as the announcement of TN govt violates the guidelines, UGC will not approve this or allow this procedure to be extended for arrear exams / back logs. The outcome of the judgement in the SC will decide the future course. /n #StudentLivesMatter
