This is preposterous and there is absolutely nothing in any regs for such a requirement. So after multiple letters & a call they only agreed to issue them after CL were able to prove that husband is self-employed, but it wan't easy.
The only reason they gave me is that it is a measure adopted in light of #COVID-19 which I assumed is a post-hoc excuse using Trump's PP10052. Coz it was resolved I didn't probe further.
Its apparently a country wide *new* policy and SSA is applying it to other categories, not only to C8s. On one of the servers I belong ppl have reported this happening to derivative visa applicants and Us.
This practice is extremely problematic and vicious.
* few employers are willing 2 write letter extending an offer of employment 2 used by SSA when the person is not and cannot be officially hired coz HR will not onboard unless the person can show a SSN & I-9 cant be completed

* but now SSA is saying we'll not issue the social security card for which you are otherwise eligible unless you produce a letter from the employer. It is a catch 22 designed to prevent employment eligible immigrant from even obtaining a social security card.
Oh! never mind you cannot file tax returns unless you have a SSN and you'cant get ITIN unless you can show that you're not eligible for a SSN (which you are if your have a valid EAD in hand).
In what universe any of this make any sense?
