"Our critical care units are already full", warns the First Minister.
First Minister promises £300m resilience fund. Automatic payments of:
- £1,000 for every business.
- Up to £5,000 for hospitality businesses.
Primary and special schools will reopen after the usual half term break and Years 7 and 8 can return to secondary schools. Other year groups in secondary school remain home for the extra week.
First Minister says the "window to act is only a small one" and "we need everyone's help."
"This is the moment to come together", he says.
Non-essential shops will also close during the two weeks.
First Minister promises that the period *will* end on November 9th. But says the benefit will take time to feed through - it won't be seen during those two weeks.

NEW: Understand No 10 may now withdraw the offer of £60m for Greater Manchester, after @AndyBurnhamGM is reported to have rejected it.
No 10 source tells me, "That will have to be determined. £60m was part of a negotiation, he has walked away from that."
Surely the optics of this would be toxic. Conservative MPs in Greater Manchester would be in uproar. A less inflammatory approach would be for No 10 to offer the £60m on the basis of proportionality with Liverpool and Lancashire and try to move on.
At the end of the day, this isn't really about Boris Johnson or Andy Burnham. It's about the people who will lose their jobs under Tier 3 and need financial support. Leaving the vulnerable without vital funds because politicians can't agree would be the worst of all outcomes.
BREAKING: Government says NO agreement has been reached with Greater Manchester.
Measures govt wants to take include:
- all pubs/bars to close, unless they are serving substantial meals
- Betting shops, casinos, bingo halls, adult gaming centres, and soft play areas also close

Assumption is that these measures will now be imposed regardless, with PM due to hold a press conference at 5pm to formally announce them. Restrictions will last 28 days.
NEW: Campaigners have written to the government warning updated guidance on care home visits “remains unlawful” and they intend to pursue a judicial review.
Leigh Day Solicitors, acting on behalf of John’s Campaign, say blanket bans on visits continue to violate human rights.
Guidance was updated last week to advise that a care home resident’s individual needs should be taken into account when deciding whether to allow a visit. But that applies only in medium-risk areas, not high or very high-risk areas. Campaigners say that still violates rights.
Understand proceedings will be issued by the end of the week unless the guidance is changed. The government has been given until tomorrow to respond to the letter.

NEW: Analysis by Labour finds that 19 out of 20 areas with local lockdown restrictions in England have actually seen cases rise since those restrictions were imposed.
Comes as Keir Starmer questions why the measures don’t appear to be working at #PMQs.

- Bolton has seen cases increase almost 13 times from 20 to 255 per 100k.
- Burnley has seen cases increase over 20 times from 21 to 434 per 100k.
