Responding to an RTI, all the departments that were running, advertising, handling, providing infrastructure, etc. this app have returned a 'We Don't Know' response.

Look at Aadhar. It was a UID Unique Identification Database which assigned a Unique number to a person who was in India on the basis of existing documents, including Ration Card, Electricity Bill, Apartment Registration details, Leave and License Agreement Details, etc.
And the creators of all these documents have a disclaimer that the holding of these documents is neither a proof of residence or nationality!

Now someone has the Aarogya Setu data of Indians who installed this app out of compulsion backed by no law.

Soon you may be required to link this card to Aadhar, then to your PAN Card, Mobile Phone etc. This is a distinct possibility of this happening. Another asshole will be caught from the IT Industry and given the status of Minister and made to create this card.
In India, we don't care about any privacy anyway. We give away all our data to people who roam around in malls and want us to part with our data for a raffle program being run by the mall. And then we complain about spam. Idiots you gave your data away, so why complain now?
