On the Consent Calendar: 1-A Actions pertaining to the CARES Act Emergency Solutions Grant Round 2 (ESG-CV2) funding from the United States Department of Housing and Urban Development (HUD): 1.to program $8,845,443 in Emergency Solutions Grant Round 2 (ESG-CV2)
to prevent, prepare for, and respond to the Coronavirus (COVID-19) and authorizing the City Manager to sign all necessary implementing documents and 2. Approve an Amendment to the HEARTH Emergency Solutions Grant (HESG) Agreement with the County of Fresno Department of Social
Services in the amount of $2,100,000 for a total award of $4,098,334.50 for implementation of the Joint COVID-19 Homeless Response Plan. 1-B Approve material terms of agreement between City of Fresno and Fresno Housing Authority related to HomeKey program

1-D BILL (for introduction) - Repealing the Money Back Guarantee/Business Streamlining Act. @GarryBredefeld complains about last meeting on noticing of this item regarding Neighborhood Grocery Stores as well as this item. Staff, Businesspeople didn’t have a chance to speak on
this. Glad it came back today. This item is an ongoing problem and City Hall is anti-business for years. Nearby cities are easier to work with say businesses. Three years ago Brandau and Bredefeld met with Darius Assemi, Zinkin, and others as well as city staff.
It was eventually adopted unanimously by everyone on the council that was present. If planning wasn’t met on time those fees would be returned. It was to assure timelines were met. It was a guarantee for businesses. Arias was quoted in GV Wire that governmental projects were
put at bottom of pile in favor of business. Planning Director Jennifer Clark says all projects are taken in order. This Act was to have items done in a timely manner which was always our goal. No money was ever returned due to a waiver during Covid as well we were always on time.
Bredefeld felt bureaucracy was gaming the system. City took the longest time possible. Lack of communication occurred. Additional cross training of staff. Accela had issues too. Phantom staff was assigned and took a while to figure that out. Clark:Charles Clark is new business
Manager and worked to solve problems with Accela. Increased notification to applicants. Planning Dept is not only participants but sometimes given all the focus. Bredefeld: attendee of Meeting said Chuck Clark promised to meet with applicants/industry. Clark and Will Takket did
Make it work better. Covid allowed staff to work from home which made it easier for staff to avoid contacting applicants. Bredefeld says there are problems with this program but it shouldn’t be ended. Rescinding it won’t solve any problems. I can’t support this. @LisaYFlores1
as a retired planner I think it should be rescinded and fixed. This can be brought back in 8 months at budget once it is improved. @LuisCha70215912 I worked on this item with Bredefeld. Everyone wants to fix system. What has been missing is sitting down with all the department
heads that touch a project. Staff is only responsible for a small part of each project. I don’t want to lose the accounting portion of this. A comprehensive overhaul is needed. I do want assurances of what happens if we rescind this today and how does this change workload of
staff? Clark: will not change workload. Still track projects. 2014 is when metrics were first tracked. 1.3% of projects were overdue and that was only during Covid. Chavez: time clock doesn’t begin when all paperwork is submitted. Clark: online worksheet is available as to what
paperwork is needed and where to get them. Chavez: 18 projects in my district. Economy is slowing down and may be more competitive next year. @kmkarbassi Keep eye on the ball. More housing helps keep cost down. Words that are incendiary are just opinion and not facts. Good pro-

Karbassi: is there proof it works to kill Covid ? If it does
not will we get reimbursed? Should we use it for fire stations only? Jim Schaad: this does kill viruses too new to tell if it kills Covid. Fresno State is looking to see if it can be used on public busses. Hard to tell what environment it works on though. How enclosed, air
circulation etc Fire Stations and Police Stations should be top priority as parks and city hall as they will be closed if resurgent of Covid occurs. Soria: will it be hard to buy this is we don’t purchase today? Scott Mozier:we cant guarantee it will be received by December 31
CARES dollars but then. Soria: expend dollars by December 31? Or installed by then? Mozier: if Congress doesn’t extend deadline we risk only purchase being paid for by delaying this to next meeting but not installation. Soria: community centers are needed as crime rate increases.

Moving onto Budget. Arias: exhibit A @LovesMercy police budget reform needs to be looked at as we have been asking for years for those incarcerated as well as those marginalized.

It was sobering to hear their solutions. Since we have closed their parks can you at least pay us to clean the parks. They ask the bare minimum. For years we have defunded youth for years but we have funded adults. Youth have lost education, jobs, and family members to Covid.
Proud we have not had to lay off staff and fire fighters but ashamed we have ignored youth.the past few months I have had to ignore my own kids to do budget but last night showed we have ignored youth. We need to rectify a wrong. Adults will come to us in the next few months

workers were shown who they actually are. When we work together we can improve our community. Next year will epic as rebuilding of our community begins. Youth are optimistic as to what our city will be. Thanks Mayor Brand and what the 13 fiscal commandments will be.

like sidewalks etc for areas historically neglected. We have made profess from when I began. Mayor elect Dyer and Council needs to invest in youth. Her first paid job was as an intern in Lindsay. We need to give a hand up to kids. @kmkarbassi last night was a great event. Youth
were at first reluctant to speak but break out groups helped them open up. We want more support at schools. We have given youth choice of school safety Or counselors and nurses. Thanks Mayor Brand for helping him learn about budget. We can work together despite political differ-
