key recommendation:

"negative rights" are mostly agreeable, "positive rights" repeatedly spark inter-tribe conflicts.

since we can mostly agree on basic "negative rights", let government enshrine those in the constitution & law.

since we mostly can't agree on the "positive rights", let small local communities be *free* to set those as they see fit. need a catchy name here!
