Many Tweets today saying the American health care system has failed because there's not enough capacity to handle the Corona virus problem. Really? Read on.
Why is capacity limited? Because many states make it very difficult to expand capacity by adding new facilities and hospital beds.
It's called a "Certificate of Need" and you can Google the term to learn more. In short, a hospital needs the permission of the government to expand and add capacity.

2) Chose to drive to Children’s Hospital on Ga. 400 around noon today. Traffic was moving at 7mph the whole way. Two of three lanes blocked. Why? Accident? Road work? Nope.
3) Look at this picture. About 15 DOT workers were adding this “Exit 4” section to the sign above. This is work that just HAD to be done in the middle of a work day. Impossible to do at night. Who cares if thousands of commuters are delayed.
