Why is capacity limited? Because many states make it very difficult to expand capacity by adding new facilities and hospital beds.
It's called a "Certificate of Need" and you can Google the term to learn more. In short, a hospital needs the permission of the government to expand and add capacity.
So the problem here is government, not the private health sector. Government has been holding them back .. preventing expansion .. and now suddenly it's the fault of the health care industry.
