Playbook: AND CONGRESS IS BACK ...

It’s House leadership election week in the Capitol, which means we’ll find out who is ascendant in the Democratic and Republican leaderships, and who will spend the next two years grumbling.
THE TOPS OF BOTH PARTIES are all but set: @SpeakerPelosi will lead House Democrats, and @GOPLeader will lead House Republicans. But there are open Qs: how many Dems vote against PELOSI, whether any dope will raise their hand to launch a half-cocked attempt to take PELOSI out.
THE TWO ELECTIONS are truly a tale of two parties: Democrats are holding their election virtually, and Republicans are holding theirs in person, Tuesday from 1 p.m. to 5 p.m. That’s right. Four hours. Mask deniers.
THE DEMOCRATS will hold their organizational conference over three days: Tuesday morning they’ll have a Zoom conference call, and on Wednesday and Thursday they will hear speeches from candidates and will vote.
THE MORE INTERESTING ACTION is on the Democratic side. PELOSI still has a very firm grip on the caucus, but she is 80 and there is positioning for a post-Pelosi world.
>@RepKClark and @davidcicilline are vying to be assistant speaker. CLARK is giving up her post as Democratic Caucus vice chair. @RepPeteAguilar, @RepRobinKelly and @Deb4CongressNM are vying for vice chair post. DPCC and other lower posts also on the ballot
UNCONTESTED DEMOCRATIC LEADERSHIP posts will be approved Wednesday, with the intra-party fights put off until Thursday. All elections are being held remotely. The battle for the next chair of the DCCC and who gets committee gavels will be held in December.

In Playbook this AM: WHAT CEDRIC RICHMOND GIVES JOE BIDEN … ONE THING we have heard a lot about President-elect @JoeBiden is that he knows Congress better than anyone, and is uniquely qualified to work the broken system that is Washington legislating.
BUT CONSIDER THIS: Nearly 200 members of Congress never worked with BIDEN as VP or during his 36 years in the Senate.
BIDEN’S decision to hire @RepRichmond as a White House senior adviser charged with public engagement gives the 46th president a key link to a Congress and the new brand of Capitol Hill politics that has developed in his four years out of office.

Playbook: The year-end cliff

THERE ARE NO CONVERSATIONS right now about another round of Covid relief. None. The White House is silent. The Hill is quiet. That means no new programs, no new money for Americans before the holiday season.
BUT EQUALLY NOTABLY, a number of crucial provisions expire at the end of this year, which is 44 DAYS from now:
THE PANDEMIC EMERGENCY UNEMPLOYMENT COMPENSATION, which gives 13 weeks of extra UI to those who have run out of options, ends. … THE PANDEMIC UNEMPLOYMENT ASSISTANCE -- used by gig workers -- runs out. …

Playbook: "The last gasp of Trumpism"
PRESIDENT DONALD TRUMP is bending the federal bureaucracy to his benefit. Senate Republicans are taking his side. The attorney general has authorized prosecutors to probe election irregularities -- a hugely controversial move, considering there is no evidence of irregularities.
>@sendavidperdue and @KLoeffler called on the R Georgia secretary of state to resign after TRUMP lost the state. Even in statehouses around the country, Rs are investigating the election: Rs in PA, are calling for an audit, and in Lansing, they have subpoenaed election officials.

HAPPY MONDAY MORNING. TODAY marks the beginning of the post-TRUMP era in American politics. To the extent that he still has political currency, it dwindles every day as Jan. 20, 2021 draws closer.
Members of his own party are already suggesting his time is up. His staff is looking for new jobs. Markets are looking up, and analysts say it’s because of the expected calm in U.S. politics. In the U.K., govt officials are now saying TRUMP era was not good for them
AROUND THE WORLD and at home, TRUMP has been written off.

NOW WE MUST ALL SHIFT OUR THINKING to what the future looks like. Let’s focus this morning on Senate Republicans, who have the largest number of moving pieces.

Playbook: AMERICA is waking up this morning to certainty. If you’re a supporter of JOE BIDEN, you probably feel good, because he is going to be the next president of the United States, and KAMALA HARRIS is going to be the VP.
IF YOU’RE A SUPPORTER of DONALD TRUMP, you probably feel less good, because his team is claiming widespread voter fraud without evidence, and have left it to RUDY GIULIANI to prove.
RUDY has been polling his Twitter followers for instances of fraud, suggesting he’d take their claims to court

Playbook PM: It seems like Joe Biden is going to win, as of now, so let's get back to focusing on Congress and governing, ok?

the 4 things we're thinking about:
1) WILL THERE BE A COVID RELIEF DEAL? At our last check, Speaker NANCY PELOSI was holding ultimately fruitless negotiations with Washington’s Most Eager Man, Treasury Secretary STEVEN MNUCHIN, over $1.8 trillion in Covid relief.
The talks blew up for many reasons, but the overarching dynamic was MNUCHIN kept acceding to PELOSI, which gave PELOSI the ultimately correct feeling that he was going to fold and she could keep pushing him for more. Hence the name “Washington’s Most Eager Man.”
